About the Initiative

Development anchored in evidence, learning, and mutual accountability

CLEAR is a collaborative effort among donors and partner countries aimed at strengthening partner countries’ capacities and systems in monitoring and evaluation (M&E) and performance management (PM) to support a focus on results and evidence-based decisions. CLEAR comprises two key components:

  • Regional centers: support to competitively selected regional centers to provide high-quality practical and applied in-region training, technical assistance, and evaluation and advisory services
  • global learning: innovative materials and practical knowledge-exchange and peer-to-peer learning on M&E and PM across regions on what works, what doesn’t, and why

Management for results requires countries to have the capacity and systems to monitor, measure, and evaluate the performance of public programs. However, such capacities and systems are typically weak, imperiling effective management and therefore the achievement of results. The evaluation of the Paris Declaration and the Accra Agenda for Action reinforce the need to improve countries’ capacities and systems for results measurement and evaluation. At the same time, the supply of appropriate, demand-driven, and cost-effective services is limited. Countries often depend on western international institutions for the supply of such services, which tends to be expensive and not necessarily customized to their specific needs.

CLEAR responds to increasing government and civil society demands for practical and applied M&E and PM capacity-building and to the current limited availability of regionally based relevant services.
