Development anchored in evidence, learning, and mutual accountability

CLEAR is a collaborative effort among donors and partner countries aimed at strengthening partner countries’ capacities and systems in monitoring and evaluation (M&E) and performance management (PM) to support a focus on results. Effective development is guided by evidence. The focus on development results achieved renewed impetus at the Busan high-level forum in November 2011. Building on the Paris Declaration (2005) and the Accra Agenda for Action (2008), the Busan Partnership for Effective Development Cooperation (2011) underscored the attention on achieving results and highlighted the need for transparency and accountability. The Busan forum emphasized “…strengthening national capacities and leveraging diverse resources and initiatives in support of development results” and broadening South-South learning. It specifically called for an action plan to addresses capacity gaps to monitor progress, evaluate impact, and ensure results-focused management.


CLEAR takes an innovative approach to developing country capacity. It integrates a global public goods agenda with regional innovation, customization, and institutionalization. The CLEAR supports:

  • Regional centers: competitively selected regional centers to provide high-quality capacity building services – knowledge, workshops, support to communities of practice in M&E, and development in leadership for M&E
  • Global learning: innovative materials and practical knowledge-exchange and peer-to-peer learning on M&E and PM across regions on what works, what doesn’t and why
