South Asia
The CLEAR South Asia Centre seeks to build capacity in the region for better monitoring, primary data collection and rigorous evaluation of ongoing programs through training, advisory, evaluations, and applied research. The Centre’s clients range from the Indian government, NGOs, civil society, foundations, academic and multilateral organisations to international development organisations. To further this mission in Pakistan, the Centre has established a strategic alliance with the Centre for Economic Research in Pakistan (CERP) in Lahore. It has engaged BRAC as a key client in Bangladesh and is planning to establish further partnerships in Bangladesh, Sri Lanka, and Nepal.

The Centre has been delivering high quality M&E training courses and workshops, and has assisted key strategic clients to help establish and improve their M&E systems. The training courses include large scale week-long events such as Executive Education and Basic and Advanced M&E and customized workshops and trainings for the Indian Administrative Services (the administrative civil service of the Government of India), Micheal and Susan Dell Foundation, etc. The Centre has been providing advisory services to clients including the state government of Haryana; NGOs Deworm the World, Pratham and Janasree; donors such as the World Bank, Department for International Development (DFID).

Some of the organisations the Centre has partnered with are Pratham, International Finance Cooperation (IFC), USAID, Fieldata and ASER (Assessment Survey Evaluation Research Centre- India’s leading NGO in evaluating education outcomes).

    This three day workshop will provide a detailed introduction to the use of randomized field experiments in development economics. Field experiments have become an exciting tool, not only to evaluate important programs, but also to answer key economic questions. The workshop introduces topics like how to design an experiment, methods of randomization, sample size, how to implement an experiment, finding funding, working with partners, data collection, data analysis, structural estimation. Each course constitutes of 5 lectures supplemented by group discussions. The course is targeted at experienced researchers with an understanding of economics, econometrics and statistics.     Center for Economic Research in Pakistan (CERP), in collaboration with the Pakistan Microfinance Network (PMN) is conducting a panel on microfinance in Pakistan. The panel will focus on impact evaluation research within the microfinance sector in South Asia. It will be attended by all the major microfinance providers in Pakistan and by a few donor agencies.     CLEAR South Asia has partnered with the Sri Lanka Evaluation Association (SLEvA) for the conference on “Evaluation for Change” being organized in collaboration with UNICEF and CoE. The conference will bring together important practitioners and experts shaping the M&E space in South Asia. CLEAR South Asia will organize a workshop on “Impact Evaluation and Theory of Change” which will give an overview of the concepts, methods and measurement techniques of Impact Evaluations as well as concepts and tools to design and apply Theory of Change. Participants will be exposed to different evaluation methods and tools through lectures, case studies and hands-on exercises that include putting together a project theory of change and evaluation design. The workshop will draw on J-PAL’s global experience with rigorous impact evaluations, held in partnership with various governments and NGOs, to address critical policy questions. The purpose of the workshop is to create a dynamic forum to explore, from a practical standpoint, the critical issues related to NGO Performance Measurement and Evaluation. By debating questions and sharing knowledge and experiences, the workshop aims to help advance current thinking on these important themes and, in the process, help bring forward innovative and practical approaches, while identifying emerging trends and issues.     CLEAR South Asia in collaboration with Community of Evaluators and 3ie organized the sixth event in a series of M&E roundtables, focusing on “Systematic Reviews”. The presentations and discussions focused on systematic reviews of evaluations in water supply and sanitation, education and farmer field schools.     CERP Board Member Dr. Adnan Qadir Khan (International Growth Centre/London School of Economics) delivered a lecture on "Evidence Based Policy Making" at the Civil Services Academy, Lahore. The audience comprised of new civil service trainees. Dr. Adnan used several examples from CERP's past and on-going projects to demonstrate how rigorous research can inform policies and make them more effective.     CLEAR South Asia is a sponsor and partner of the South Asia Evaluation Conclave 2013 “Evaluation for Development” organised by Community of Evaluators. The conclave will bring together practitioners, commissioners, thought leaders, donors, academicians and researchers to discuss development in evaluation approaches and practices.

    On February 27: The panel discussion being organised by CLEAR South Asia is entitled Impact Evaluation as a tool for Evidenced-Based Policy, with eminent speakers from government and non-government sectors in South Asia.

    On February 28: CLEAR South Asia is also organising a workshop on Impact Evaluation which will give an overview of the concepts, methods and measurement techniques. It will draw on J-PAL’s global experience with rigorous impact evaluations, held in partnership with various governments and NGOs, to address critical policy questions.

Presenters will include: Marco Segone, co-chair EvalPartners and UNEG Task Force on National Evaluation Capacities; and A. K Shiv Kumar, senior advisor to UNICEF and member, National Advisory Council, India. This roundtable will also be webcast live on 21st February 2013.

    CERP's workshop on Monitoring and Evaluation: Project Management Tools will be held at the Executive Education Center at Forman Christian College, Lahore from 17th-21st December, 2012.

    The course is aimed at mid-tier government officials, M&E specialists, project managers, and researchers who are directly involved in executing research and policy programs. The five-day training will highlight the importance of M&E for effective program implementation and the centrality of robust data management necessary for good Monitoring and Evaluation (M&E) practices in Pakistan. In addition, the workshop will also seek to impart technical skills in data analysis through hands-on training in Stata.
