Evaluation Capacity Development

Building monitoring and evaluation systems helps strengthen governance—by improving transparency, strengthening accountability relationships, and building a culture of performance within governments to support better policymaking, budget decision-making, and management. Civil society and other stakeholders can also play a catalytic role through provision of assessments of government performance. (CLEAR is also helping develop good-practice approaches in countries and sharing the growing body of knowledge and experience).
