Sophie Sirtaine, Director, Strategy and Operations, Independent Evaluation Group, World Bank Group, and CLEAR CEO

SSirtaineWith over sixteen years of experience in the World Bank, Ms. Sirtaine has held various positions in the Latin America and the Caribbean, South Asia, and Europe and Central Asia regions; the Corporate Secretariat, and Operations, Policy and Country Services (OPCS). During this period, she gained extensive experience in Bank Operations and led the Bank In her current position as Director, Strategy and Operations at IEG, Ms. Sirtaine is responsible for (i) taking the lead in developing the new leadership team, (ii) shaping IEGpdating the results framework,the strategic engagement areas forward, and drafting the work program), and (iii) giving strategic direction to resource management issues (including staffing and budget). A national of Belgium,Ms. Sirtaineworked in London in investment banking at JP Morgan and as an infrastructure economist for Halcrow Fox and Associates prior to joining the World Bank. Contact

 

Boubacar Aw, Coordinator, CLEAR Francophone Africa

BoubacarAWMr. Aw joined CLEAR in 2014. His previous positions at the African Center for Higher Studies in Management (CESAG) include permanent professor, the Head of Master Department, Head of Monitoring Unit, High Lecturer on Project Planning, Design, Monitoring and Evaluation, and Master Trainer in the Entrepreneurship Development Program. He has worked as an international consultant for World Bank, IFC, UNDP, and governments in West African, Central African, and East African countries, specializing in management, training, market survey, and entrepreneurship. Kouqing Li, PhD, Director General, CLEAR East Asia

KLiMr. Li is a senior expert in the fields of management accounting, strategic leadership and performance evaluation. He was confirmed by the Ministry of Finance of China in 2012 to serve as the second president of the Shanghai National Accounting Institute (SNAI), director-general of the Asia-Pacific Finance and Development Institute (AFDI), and deputy secretary of SNAI's Party Committee. Previously, Li was vice president of SNAI, executive deputy director-general of AFDC (former AFDI), and deputy secretary of SNAI's Party Committee. He also served as assistant to president of SNAI and deputy secretary of Secretariat for APEC Finance and Development Program (the predecessor of AFDC). Li earned his professorship in 2000. He has taught in the Department of Economics and Trade, Shanghai University of Finance and Economics, and was a visiting scholar at the American Graduate School of International Management (Thunderbird). He was also the Chinese administrator of the Sino-U.S. Joint MBA Program at Shanghai University of Finance and Economics (SUFE). He received a Master's Degree in Economics and a Doctor's Degree in Business Administration from SUFE. Contact

 

André Portela, PhD, CLEAR Brazil & Lusophone Africa

APortelaMr. Portela is a professor at the Getulio Vargas Foundation School of Economics (FGV/EESP) and coordinator of the Center for Applied Microeconomics. He has previously taught at the University of San Paolo, Vanderbilt University, and Cornell University. He holds a BA in Economics from the Federal University of Bahia, a Master's of Economics from the University of San Paolo, and a PhD in Economics from Cornell University. Contact

 

 

Shagun Sabarwal, PhD, Associate Director, CLEAR South Asia

SSarbawalMs. Sabarwal has worked in research and evaluation on a range of topics including maternal and child health, violence against women and adolescent health. Prior to joining CLEAR, she was an Evaluation Specialist with 3ie and has also worked with Population Council and ICRW. Her doctoral work was in Social Epidemiology, and her research and teaching focus on gender based violence, maternal and child health, and son preference. Dr. Shagun holds an MA and BA in Psychology from Delhi University and a PhD in Public Health from Harvard University. Contact

 

Laila Smith, PhD, Director, CLEAR Anglophone Africa

LSmithMs. Smith has worked in the development arena in Canada, South Africa, and within Southern Africa. With a PhD in urban geography, she has focused her professional interests on addressing inequality in service delivery in the face of rapid urbanization. She spent over a decade working in the South African water sector. Prior to joining CLEAR, she managed the Australian government's investments in water and sanitation in Southern Africa. Gabriela Pérez Yarahuan, PhD, Director, CLEAR Latin America and the Caribbean

GPerezMs. Pérez is Associate Professor at the Center for Research and Teaching in Economics (CIDE) in Mexico City. She has extensive teaching experience in American and Mexican universities and has conducted research and consulting projects for the Mexican Ministry of Public Education, the Mexican National Council of Science and Technology, the Mexican Ministry of Social Development (SEDESOL), the Interamerican Development Bank, UNICEF, UNDP, Hewlett Foundation, and USAID, among other institutions. Her research topics are national M&E systems in Latin America, policy design, the political economy of social expenditure, and program evaluation. She is coeditor of the Outlook on National Monitoring and Evaluation Systems in Latin America (2015) and compiler of the Anthology on Evaluation: The Construction of a Discipline (2015). Previously, she was Director General of Evaluation at the Mexican Council for Evaluation (CONEVAL), and Deputy Director of Economic Analysis at SEDESOL. She holds a PhD and a MPP from the University of Chicago, a MSc in Economics from the University of Warwick, and a Bachelor's degree in Economics from The College of Mexico. Contact
