Sophie Sirtaine, Director, Strategy and Operations, Independent Evaluation Group, World Bank Group, and CLEAR CEO

SSirtaineWith over sixteen years of experience in the World Bank, Ms.Sirtaine has held various positions in the Latin America and the Caribbean, South Asia, and Europe and Central Asia regions; the Corporate Secretariat, and Operations, Policy and Country Services (OPCS). During this period, she gained extensive experience in Bank Operations and led the Bank In her current position as Director, Strategy and Operations at IEG, Ms. Sirtaine is responsible for (i) taking the lead in developing the new leadership team, (ii) shaping IEG's results framework, the strategic engagement areas forward, and drafting the work program), and (iii) giving strategic direction to resource management issues (including staffing and budget). A national of Belgium, Ms. Sirtaine worked in London in investment banking at JP Morgan and as an infrastructure economist for Halcrow Fox and Associates prior to joining the World Bank. Contact

 

Boubacar Aw, Coordinator, CLEAR Francophone Africa

BoubacarAWMr. Aw joined CLEAR in 2014. His previous positions at the African Center for Higher Studies in Management (CESAG) include permanent professor, the Head of Master Department, Head of Monitoring Unit, High Lecturer on Project Planning, Design, Monitoring and Evaluation, and Master Trainer in the Entrepreneurship Development Program. He has worked as an international consultant for World Bank, IFC, UNDP, and governments in West African, Central African, and East African countries, specializing in management, training, market survey, and entrepreneurship. Kouqing Li, PhD, Director General, CLEAR East Asia

KLiMr. Li is a senior expert in the fields of management accounting, strategic leadership and performance evaluation. He was confirmed by the Ministry of Finance of China in 2012 to serve as the second president of the Shanghai National Accounting Institute (SNAI), director-general of the Asia-Pacific Finance and Development Institute (AFDI), and deputy secretary of SNAI's Party Committee. Previously, Li was vice president of SNAI, executive deputy director-general of AFDC (former AFDI), and deputy secretary of SNAI's Party Committee. He also served as assistant to president of SNAI and deputy secretary of Secretariat for APEC Finance and Development Program (the predecessor of AFDC). Li earned his professorship in 2000. He has taught in the Department of Economics and Trade, Shanghai University of Finance and Economics, and was a visiting scholar at the American Graduate School of International Management (Thunderbird). He was also the Chinese administrator of the Sino-U.S. Joint MBA Program at Shanghai University of Finance and Economics (SUFE). Veronica Olazabal, Director, Measurement, Evaluation, and Organizational Performance, Rockefeller Foundation

OlazabalVeronica Olazabal, who had been part of The Rockefeller Foundation’s agriculture and global health initiative teams between 2007-2010, rejoined the Foundation in 2015. As Director of Measurement, Evaluation, and Organizational Performance, Ms. Olazabal oversees the Foundation-wide measurement and evaluation function at the strategy, initiative, and grants portfolio levels, including the assessment of the impact of the Foundation’s work. She is also part of the Foundation’s senior leadership team. Ms. Olazabal comes to the Foundation with more than 15 years of program and research leadership and management experience. Her professional portfolio spans four continents and includes working with the MasterCard and Rockefeller Foundation’s international programs on topics ranging from youth learning and financial inclusion to climate change and market solutions. She has also led the monitoring, evaluation, and research efforts of social venture Nuru International, UMCOR (The United Methodists Committee on Relief), and the Food Bank for New York City.

 

Gabriela Pérez Yarahuan, PhD, Director, CLEAR Latin America and the Caribbean

GPerezMs. Pérez is Associate Professor at the Center for Research and Teaching in Economics (CIDE) in Mexico City. She has extensive teaching experience in American and Mexican universities and has conducted research and consulting projects for the Mexican Ministry of Public Education, the Mexican National Council of Science and Technology, the Mexican Ministry of Social Development (SEDESOL), the Interamerican Development Bank, UNICEF, UNDP, Hewlett Foundation, and USAID, among other institutions. Her research topics are national M&E systems in Latin America, policy design, the political economy of social expenditure, and program evaluation. She is coeditor of the Outlook on National Monitoring and Evaluation Systems in Latin America (2015) and compiler of the Anthology on Evaluation: The Construction of a Discipline (2015). Previously, she was Director General of Evaluation at the Mexican Council for Evaluation (CONEVAL), and Deputy Director of Economic Analysis at SEDESOL. She holds a PhD and a MPP from the University of Chicago, a MSc in Economics from the University of Warwick, and a BA in Economics from The College of Mexico. Contact

 

André Portela, PhD, CLEAR Brazil & Lusophone Africa

APortelaMr. Portela is a professor at the Getulio Vargas Foundation School of Economics (FGV/EESP) and coordinator of the Center for Applied Microeconomics. He has previously taught at the University of San Paolo, Vanderbilt University, and Cornell University. He holds a BA in Economics from the Federal University of Bahia, a MA in Economics from the University of San Paolo, and a PhD in Economics from Cornell University. Contact

Shagun Sabarwal, PhD, Associate Director, CLEAR South Asia

SSarbawalMs. Sabarwal has worked in research and evaluation on a range of topics including maternal and child health, violence against women and adolescent health. Prior to joining CLEAR, she was an Evaluation Specialist with 3ie and has also worked with Population Council and ICRW. Her doctoral work was in Social Epidemiology, and her research and teaching focus on gender based violence, maternal and child health, and son preference. Ms. Shagun holds an MA and BA in Psychology from Delhi University and a PhD in Public Health from Harvard University. Contact

 

Laila Smith, PhD, Director, CLEAR Anglophone Africa

LSmithMs. Smith has worked in the development arena in Canada, South Africa, and within Southern Africa. With a PhD in urban geography, she has focused her professional interests on addressing inequality in service delivery in the face of rapid urbanization. She spent over a decade working in the South African water sector. Prior to joining CLEAR, she managed the Australian government's investments in water and sanitation in Southern Africa. Ivory Yong-Prötzel, Director, Inter-American Development Bank

Ivory.jpgIvory Yong-Prötzel is Director of the Office of Evaluation and Oversight (OVE) at the Inter-American Development Bank (IDB). OVE is an independent office and reports directly to the Bank’s Board of Executive Directors. It conducts evaluations of the IDB's projects and programs to help improve the developmental effectiveness of the IDB. Ms. Yong-Prötzel joined the IDB in May 2018 after working 12 years at the European Investment Bank (EIB) Group, where as Head of Operations Evaluation, she led the evaluation activity for the EIB and the European Investment Fund (EIF) and was responsible for defining the strategy, methods and work program for the evaluation function as well as supervising the quality of the reports.Prior to joining the EIB, Ms. Yong-Prötzel was head of the evaluation department in a private European consulting firm and served as a researcher and lecturer at Pontificia Universidad Católica del Perú, Universidad del Pacífico (Perú), and Université Catholique de Louvain (Belgium), specializing in macroeconomics and econometrics with a particular focus on applied economics.Ms. Yong-Prötzel, a citizen of Peru and Belgium, earned a BA in Economics from the Universidad Católica del Perú and a MA in Economics from the University of Ottawa, Canada.

Leonardo A. Lemes, Operations Officer, Independent Evaluation Group, World Bank Group

LemesMr. Lemes is a development professional with over 10 years of operational experience. Since joining the World Bank in 2009, Mr. Lemes has worked in multiple regions of the world, including serving as the Country Officer for Belize, Aruba, and Curacao. . He has a technical background in financial sector and private sector development and experience in strategy preparation, policy dialogue, and project management. He has authored and co-authored policy notes on a range of topics including SME financing, private sector growth and competitiveness, as well as strategy documents for Caribbean countries. Mr. Lemes, a Brazilian national, is fluent in English and Portuguese and has working-level proficiency in French, Spanish, and Russian. He received Master’s degrees in Economics and in International Relations from Syracuse University’s Maxwell School of Citizenship and Public Affairs in 2008. Contact

 

Jason Mayfield, Senior Operations Officer, Independent Evaluation Group, World Bank Group

Mayfield Mr. Mayfield has over 25 years of combined education and professional experience in international strategy and operations including project management, facilitation, mediation, political risk analysis, and international security.  He has traveled extensively, visiting all 196 countries in the world and working in over 80 countries and all continents. Mr. Mayfield holds a MA in International Security from Georgetown University with a focus on sanctions theory and the effects of sanctions on isolated states as well as political and currency risk. Ketevan Nozadze, Operations Officer, Independent Evaluation Group, World Bank Group

Nozadze Ms. Nozadze joined IEG’s private sector team in 2011 supporting micro and macro evaluations. Later, she worked with IFC’s agribusiness team and supported environment and climate smart agriculture technical assistance projects at the Bank. Prior to joining the CLEAR Initiative, Ms. Nozadze served as Operations Officer with Europe and Central Asia Development Effectiveness Unit, where she led a regional M&E capacity building trust fund program, supported quality review of operations and country strategies, assisted in portfolio reviews and results reporting for the regional front office,  provided  cross-support to Social, Urban, Rural and Resilience  teams in project preparation, supervision and evaluations, and worked on disaster risk management and sustainable tourism projects and analytics.
