Li Kouqing was confirmed by the Ministry of Finance of China in 2012, to serve as the 2nd president of the Shanghai National Accounting Institute (SNAI), director-general of the Asia-pacific Finance and Development Institute (AFDI), and deputy secretary of SNAI's Party Committee. Prior to the new roles, Li had been vice president of SNAI since 2003, executive deputy director-general of AFDC (former AFDI) since 2007 and deputy secretary of SNAI's Party Committee since 2001. Prior to that, Li served as assistant to president of SNAI since 2001 and deputy secretary of Secretariat for APEC Finance and Development Program which was predecessor of AFDC, an institution to promote capacity building for the international community through training workshop, forum and academic research. Li is a senior expert in the fields of management accounting, strategic leadership and performance evaluation.

Prior to joining SNAI in 2000, Li had been teaching in the Department of Economics and Trade, Shanghai University of Finance and Economics since 1988. From 1998 to 2000, he was designated to be the Chinese administrator of the Sino-U.S Joint MBA Program at Shanghai University of Finance and Economics (SUFE). 

Li earned his professorship in 2000. He received Doctor's Degree in Business Administration and Master's Degree in Economics from SUFE in 2001 and 1988 respectively. From 1996 to 1997, he was a visiting scholar at the American Graduate School of International Management (Thunderbird).

Head of CLEAR East Asia Center
Associate Professor of Shanghai National Accounting Institute (SNAI)

Zhao Min, born in 1978, is the associate professor of Shanghai National Accounting Institute. She graduated from the Antai Institute of Economic and Management of Shanghai Jiaotong University and got a Ph.D. degree in economics in 2007. Now she is the Head of CLEAR(Centers for Learning from Evaluations and Results) of the World Bank. Also, she worked as senior expert or consultant for the Ministry of Finance of People’s Republic of China for performance evaluation of agriculture and infrastructure projects funded by international financial organizations in China. In 2008, she went to Carleton University to attend International Program of Development Evaluation Training sponsored by the World Bank. 

Zhao Min’s research interests are in public finance and performance management, especially in the subnational debts management. 

She has published almost 20 articles in international journals such as the Journal of Asian Innovation and Entrepreneurship, Public Finance Research, Asia and Pacific Economics. Zhao Min is currently working on several projects about performance evaluation of different international and domestic public projects funded by financial departments of different levels.  She is also the consultants of Asian Development Bank, Shanghai Financial Bureau, MoF of China, and dozens of local governments.

Professor of Shanghai National Accounting Institute (SNAI)

Runzhong Peng is director and professor of the Asia-Pacific Finance and Development Institute under the Ministry of Finance of the People’s Republic of China. He graduated from the Institute of World Economy of the Shanghai-based Fudan University and holds a PhD in economics. He also has a bachelor’s degree in chemistry from Changchun Institute of Geosciences. Since 2002, his research area has covered Asia-Pacific Economic Cooperation economies, focusing on finance and regional economic cooperation and project evaluation. He also worked as senior expert for the Ministry of Finance in performance evaluation of agriculture and infrastructure projects funded by international financial organizations in the country. He is either an author or co-author of more than 20 papers and books, in English and Chinese.

Researcher at the Asia-Pacific Financial development Institute
Lecturer at Shanghai National Accounting Institute

Wang Lei is a researcher at the Asia-Pacific Financial development Institute and a lecturer at Shanghai National Accounting Institute. She graduated from Shanghai Jiao Tong University in 2013 and was awarded PhD of management. In 2015, she went to Carleton University to attend International Program of Development Evaluation Training sponsored by the World Bank. Her research interests are financial risk control and performance evaluation of fiscal expenditure items. In recent years, she has published more than 10 papers in famous journals and participated in several research projects related to performance evaluation.

Program coordinator and team leader of CLEAR East Asia Center, the Asia-pacific Finance and Development Institute (AFDI), Shanghai National Accounting Institute (SNAI)

Wu Ningqin is the program coordinator of the Shanghai National Accounting Institute. She graduated from Shanghai International Studies University and got her MBA from the East China Normal University. Now she is the program coordinator of CLEAR (Centers for Learning on Evaluations and Results) of the World Bank. She works at Shanghai National Accounting Institute (SNAI) as a translator, teaching and research assistant, and project assistant on many different learning programs held at AFI and SNAI. Since 2007, she served as program coordinator and team leader of many programs collaborated with the Asian Development Bank and the World Bank. She also worked as the teaching assistant for the course of China’s economic prospective.

She has been involved with the translation of many publications including the Road to Results and she is also the research assistant for many evaluation projects.

Program coordinator of CLEAR East Asia Center, the Asia-pacific Finance and Development Institute (AFDI), Shanghai National Accounting Institute (SNAI)

Baolian Chen (Amy) is program coordinator of CLEAR East Asia Center at AFDI. She graduated from Shanghai International Studies University in 2007 with a M.A. and then started to work at the Asia-pacific Finance and Development Institute (AFDI) and Shanghai National Accounting Institute (SNAI) as a translator, teaching and research assistant, and project assistant on many different learning programs held at AFDI and SNAI. Since 2012, she served as program coordinator and course leader of many multilateral cooperative training programs with the Asian Development Bank and the World Bank on a number of themes, including results-based planning, budgeting, monitoring and evaluation, mini SHIPDET for western China, technical course on impact evaluation, etc.

She has been involved with the translation of many publications including the Road to Results and she is also the research assistant for many evaluation projects.
