Second Executive Course on Regulatory Impact Analysis (RIA)

Jacobs, Cordova & Associates (JC&A), the CLEAR Latin America Center, and the Center for Economic Research and Teaching (CIDE) invite you to participate in the 2nd executive course (in Spanish) Regulatory Impact Analysis (RIA). This executive course contains the principles, procedures and methods of RIA taught since 2006 by Jacobs, Cordova & Associates, together with various institutions of higher education in Europe. A regulatory impact assessment is a valuable tool for the evaluation and comparison of the consequences or effects of different policy options through scientific methods. It is an intellectual and administrative process to order a wide range of information-and either quantitatively or qualitatively in a systematic framework to help public decision-making. Currently, over 50 countries have adopted and implemented a RIA system to ensure good quality of its policies, rules and regulations. The Organisation for Economic Co-operation and Development (OECD), the European Union, the World Bank, the World Trade Organization (WTO) and other international and regional organizations have recommended its use to the respective members. Some of these, such as the European Commission, have integrated tool "impact assessment" to all types of policies because it applies not only to the rules, but all decisions of important public policy, so the RIA is used discussing budget development programs, or even in negotiating trade agreements.


General Objective

Aiming to enable participants to produce and use the RIA in the process of decision making and display requirements, methods, and the latest specialized techniques for a high-quality RIA, the Center provides this course to increase the capacity to implement the knowledge imparted through Latin American examples, which will be supported by practices in North America and Europe.






The course lasts 40 hours and will be held from Monday 14 March to Friday 19 March 2016 , from 10:00 to 18:00.


Who is it for?

Public officials, regulators, executives and analysts from the public sector, the private sector or non-governmental organizations wishing to improve understanding and use of the RIA.

1.Those interested in participating should complete the registration form found at the bottom of this page. It is important to ascertain to complete it and click "SEND" . The deadline for submitting the form is Monday, February 29, 2016 at 23:59 pm (Central Mexico).

2. To be formally enrolled must make payment of the course for $ 25,000.00 Mexican pesos (US $ 1,510.00 ) before Monday 29 February 2016 and send scanned proof of payment to the following address:

For this price the course fee , food service and coffee is covered throughout the course. All participants will receive a certificate at the end of the course. 10% discount to institutions or organizations to send five students to the course or students who register individually before 15 February 2016 will be offered.

Cancellation Policy and discounts:

* Pre- registration deadline ( February 29 ) cancellations completely reimbursed .

* Post- registration deadline cancellations will be subject to a charge of 40 % of the cost thereof.

* Cancellations 10 days or less from the beginning of the course will be subject to a charge of 60 % of the total cost . * 10% discount will apply for every five students enroll the same institution or organization.

* 10 % discount will apply to all individual entries made before February 15, 2016.
