CLEAR RBM Workshop, Guinea-Bissau

This training will focus on specific skills in planning, monitoring and evaluating of public policies and programs in the context of results-based management (RBM). Course modules will be facilitated by national and regional experts with extensive experience in planning, results-based management and public policy evaluation.At the end of the session, participants will be able to:

I. Understand the issues and challenges of results-based management in the context of development and its functioning;

II. Understand the conceptual framework for the definition and implementation of public policies since the advent of New Public Management and results-based management;

III. Understand basic concepts of M&E in a development context and its role in the programming and implementation cycle of development policies;

IV. Become familiar with the tools and techniques for measuring and evaluating the performance of public policies;

V. Explain the technical and institutional challenges of a results-based M&E system with a view to systematically integrating it into the implementation of public action;

VI. Understand how to develop the theory of change of a public policy;

VII. Understand basic concepts of both experimental and non-experimental methods of impact evaluations of public policies (e.g. when to use each approach, main assumptions and impact calculation methods).
